The digital family map is created based on data from all existing information systems of government agencies.
As a result of the introduction of the digital family card, since the beginning of 2025, SMS messages have been sent to 397.8 thousand people for the proactive provision of state services in the social and labor sphere. At the same time, more than 208 thousand people have already taken advantage of the opportunity to receive benefits or payments without applying, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan reports. The digital family card is formed on the basis of data from all existing information systems of state bodies. Today, it contains information about 20.2 million citizens of Kazakhstan or more than 6.2 million families.
The main goal of introducing the OCC is to ensure equal access of Kazakhstanis to the state support system. In this regard, the Social Code of the Republic of Kazakhstan establishes the Digital Family Card as a tool for determining medium- and long-term goals and directions of social policy. The OCC is also a daily "electronic notification" of citizens about their right to receive some form of guaranteed state support depending on their social status.
Currently, the Central Social Insurance Fund allows Kazakhstanis who are entitled to receive state support measures to register 11 types of benefits and social payments without any application. These are: social payment in case of loss of working capacity; social payment in case of loss of job; social payment in case of loss of breadwinner; benefits in connection with the birth of a child and care for him until the child reaches one and a half years of age; benefits for parents (guardians) raising a disabled child; disability benefits; benefits for large families; benefits for mothers with many children awarded the "Altyn Alka" and "Kumis Alka"; targeted social assistance; as well as a lump sum payment for funerals.
Also, automatic notifications about the possibility of receiving pension payments through the OCC, the expiration date of the status when granting or extending the "kin" status, and employment measures for unemployed people have been implemented.
When the right to receive state support measures is established, an SMS message is sent to the potential recipient from the unified contact center 1414. The citizen who receives the message must respond to it with his consent. The application is processed and social benefits or payments are assigned automatically, after which the funds are transferred to the recipient's bank account.
