Kazakhstanis will be able to check the actual cost of a loan online.

Banks are required to disclose all fees.

Resolution No. 64 of the Board of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market dated September 29, 2025, amended and supplemented certain regulatory legal acts on banking and microfinance activities. The resolution will come into effect on October 18, 2025, Uchet.kz reports.

According to the amendments, banks and microfinance organizations are required to:

— Indicate the annual effective commission rate not only in contracts and advertising, but also in personal accounts and mobile applications.
— Place an online calculator on your website to automatically calculate the annual interest rate based on all loan payments.

Clients can now independently check the cost of a loan, including all fees and charges. The ESTR now includes all fees and other payments related to the issuance and servicing of the loan, including insurance premiums paid out of the loan. For the first time, it is explicitly stated that payments under voluntary insurance contracts are included in the calculation if their conclusion affects the terms of the loan. For legal entities, clarifications have been added regarding the accounting of payments to intermediaries, appraisers, and guarantors.

A new clause has been introduced for microloans, which stipulates that the calculation of the annualized effective rate for microloans also includes:

— payments by the borrower to the insurance organization (including collateral insurance);
— payments to the guarantor or surety for providing a surety;
— expenses for the assessment of the collateral property.

Changes have been made to:

— Rules for calculating interest rates in a reliable, annual, effective, comparable calculation (real value) for loans and deposits.
— Rules for calculating the annual effective interest rate on microloans provided.
— A list of fees and other payments related to the issuance and servicing of a bank loan issued to an individual.
